    A. How to be the venue of the next Congress

    (1) Every country paying its membership fee to CIPL is permitted to apply for the organization of the next congress. In the application must be explained why a city in the respected country is an excellent place for the organization of CIL.

    (2) The applying representative of CIPL's membership country has to confirm that both the city and the university comply with all the conditions as formulated in the Guidelines for the organization of the International Congress of Linguists (see below).

    (3) If there are more appropriate applications the Secretary-General is going to send them all to the Executive Committee as a whole requesting them to give their preference.

    (4) Not later then three years before the next Congress the EC will have to take the final decision which city the most appropriate one is to organize CIL. On behalf of the EC the Secretary-General will announce this decision to both the choosen an unchoosen city/cities. Lodgin an appeal against a decision of the EC is impossible.

    (5) The choice of the EC will be announced immediately to the members of the General Assembly too.

    (6) At the very latest two years before the Congress the first plenary meeting between Executive Committee and Local Organizing Committee will have to take place in the who acquired the assignment to organize the congress.

    B. Guidelines for the organization of the International Congress of Linguists

    1. CIPL is responsible for (a) the organization and (b) the scientific quality of the Congress.

    2. To reach (a) the Executive Committee (EC) of CIPL appoints CIPL’s representative of the country that has applied for being the venue, to President of the Congress. To be appointed to President, the presidential candidate has to declare, on behalf of the board of his University, that the venue is most satisfactory for the requirements as formulated in (3).

    3. Requirements for the Congress would be: Special grants from governmental and local authorities, enough accommodation for the 1000-1500 participants (some of whom may be accompanied by their spouses) at various price levels, within reasonable closeness to the Congress site; a large auditorium for plenary sessions, and ten smaller rooms for sectional sessions; adequate catering facilities close to the Congress site for lunching by the participants; technical facilities such as Internet and computerfacilities, overhead projectors, screens, microphones etc.; good photocopy facilities for duplicating Congress papers; some room for exhibiting books and publications for sale; adequate (public) transport facilities between the accommodation areas and the Congress location; perhaps one day of excursions to sights of interest; perhaps one reception for the Congress participants.

    4. The President of the Congress is also responsible for the appointment of a Local Organizing Committee (LOC). Together with a Secretary and Treasurer (and if desired a vice-president) he or she is going to be the staff of the LOC.

    5. The LOC is responsible for the administration (registration, accommodation, infrastructure etc.) of the Congress. The Treasurer is responsible for adequate and orderly accounting of the Congress.

    6. There is a Scientific Committee (SC) affiliated to the LOC. Its members are appointed by the EC taking the proposal of the LOC into consideration. An adequate subset of them are scholars from the host country, proposed by the President of the Congress. The Chairman of the SC is also appointed by the EC. The SC is responsible for the evaluation of the papers to be presenting. For that reason the SC appoints ten topic organizers who will make a proposal. The SC will decide on these proposals.

    7. The Scientific Committee is responsible for a genuine and continuing dialogue with the Executive Committee. For the promotion of that dialogue the President of the Congress will quaterly send a report of progress to the SG of CIPL who will distribute this among the EC members, asking for sending their comments via him to the President.

    8. For other tasks of the Scientific Committee see article 10.

    9. As said in article 1 CIPL is the first responsible for the scientific quality of the Congress. CIPL is trying to achieve this in the following way.

    (a)       On behalf of the International Community of Linguists the EC will define the scientific issues for the plenary and parallel sessions.
    (b)       The EC is reserving the right of contracting plenary session speakers.
    (c)       The EC is determining the number of the plenary speakers of each session.
    (d)       The EC has got the right to fix the amount for the honorarium to be paid to plenary session speakers.
    (e)       The EC is concerned with the publication of a Congress book to be distributed during registration. This book must contain all the plenary session lectures and one keynote article in the field of the issues of the parallel sessions.
    (f)        The EC has both to invite and to contract invited speakers while payment has to be done by the LOC.

    10. (a) The LOC has got the right to propose one plenary session speaker.
    (b)       The Scientific Committee plans the program.
    (c)       The Scientific Committee chooses the parallel session speakers and evaluates their abstracts.
    (d)       The Congress President will be guest editor of the Conference book.
    (e)       The LOC is, together with the EC, responsible for the timely publishing of the Conference book at the beginning of the Congress.

    11. Finances. For the settlement of the level of the Congress fees one should in any case consider that 20% of the registration fees has to be remitted to CIPL. The LOC ought to be able to get demonstrable financial support of their own university and/or other authorities.

    12. The LOC is going to make a contract with CIPL to organize the Congress according to CIPL’s Guidelines for the organization of the International Congress of Linguists.
